Youtube buffering problems?

The video when it loads. The red bar thing that is supposed to load in front of the circle thing that tells you where your at is not doing that. The circle thing is just moving in front of where the red color bar is supposed to upload but it's not. The videos will work but it freezes regulary with the "it needs to load" circle spinning thing in the middle of the screen. Has thing been happanening to other people lately? Can i somehow fix the problem?
